The first quote is from Matthew 19:19. Jesus is talking to a rich young man who is inquiring what he must do to gain eternal life.
The second is from Proverbs 17:17. I believe that Solomon is saying that a true friend loves at all times, unconditionally ( just as God does) and becomes as a brother in adversity.
To answer your first question, there should be and can be love in a friendship, although often that is not the case. This would be a good measure to compare your friendships to.

Love is patient, love is kind. It does not envy, it does not boast, it is not proud. It is not rude, it is not self-seeking, it is not easily angered, it keeps no record of wrongs. Love does not delight in evil, but rejoices with the truth. It always protects, always trusts, always hopes, always perseveres.
As you can see this is straight from the operators manual of the One Who made us. Clearly, these have nothing to do with the act of sex, or physical attraction. These are not about emotions but rather clear decisions that are made as an act of our will.
How far we have gotten from the truth when we talk about love!
